A Built-in Plan for Pelham’s Growth, Grid Reliability, and Rural Beautification
Pelham faces an urgent infrastructure crisis. Under provincial mandates, our municipality is legally required to grow by at least 10,000 residents by 2051. Yet, our existing rural grid is already stretched to its absolute breaking point, resulting in increasingly frequent power outages. While current local planning largely ignores these growth rates, multinational corporate utilities want to impose a patchwork solution of invasive, costly new transmission corridors across our landscape. We have a better, built-in solution. Under the progressive framework of Ontario’s Community Net Metering Projects regulation (O. Reg. 679/21), the Town of Pelham will act as a central community aggregator, partnering with a locally owned agricultural co-op to deploy advanced, seasonally tracking “Agrivoltaic” solar arrays in the northern Greenbelt.
This project solves our grid capacity constraints safely, beautifies our town, and puts money directly back into your pocket.
Rural Beautification & Agricultural Integration
This initiative directly reinforces our local Environmental Policy. To seamlessly blend technology with tradition, we preserve 100% of the active agricultural soil beneath for crops that actually increase in productivity yield under partial shading.
Furthermore, the Co-op will fund and encourage farmers to plant rows of roadside tender fruit trees to beautifully shield agricultural and greenhouse structures from public view. Because these specialized fruit trees have a naturally capped growth height, they provide rural beautification without ever casting tall shadows on the solar arrays behind them.
While significant outside seed funding will be actively pursued through senior levels of government (including federal green infrastructure grants and provincial Innovation funds), local residents will have the exclusive power to buy down their hydro rates:
- Voluntary Buy-In: Participation is entirely voluntary. Capacity shares are allocated on a strict, first-come, first-served basis to manage localized grid hosting capacity and allocate supply fairly.
- The Immediate Payback: Local residents can choose to advance-purchase a dedicated slice of this rural solar capacity. A standard family investment generates virtual credits that automatically map to your Hydro One bill, wiping out your variable usage costs and saving the average home $65 to $80 every single month.
- Free Power: Within 7 years, your initial capital investment is fully paid back through your monthly utility savings. From that exact moment onward, your electricity is essentially free for the remaining 20+ year lifespan of the asset.
No Tax Increases—Lower Municipal Costs
This project will not increase your property taxes. In fact, it does the opposite. By leveraging a minor administrative management fee from the significant daytime power generation, the Town of Pelham will entirely wipe out the hydro bills of municipal buildings (like our community centres and Town Hall). This permanently removes a massive operational expense from the Town’s budget, freeing up tax revenue to fix our roads and enhance local services.
